In order to commemorate the culture of Indigenous people, a new public holiday could be established in Victoria as part of the negotiations for a treaty.
The discussions, which are expected to begin before the year ends, are being conducted between the government and the First Peoples Assembly.
According to Ngarra Murray, the co-chair of the Assembly, the proposal came from the First Nations communities’ desire to see more of their culture become part of Victorian life.
Establishing a public holiday for Indigenous people would allow them to celebrate their culture and contribute to the development of a more inclusive community.
Another proposal that the Assembly will consider is giving its members more say over the funding and policies affecting Indigenous communities. Currently, the First Peoples Minister of Victoria, Natalie Hutchins, is responsible for overseeing the implementation of the treaty.
The Assembly wants to make sure that the money that the government gives to Indigenous communities is used properly. Rueben Berg, the co-chairman of the Assembly, noted that the government should prioritize the things that are important to the community.
One of the main factors that the Assembly wants to consider is giving the First Peoples the power to make decisions regarding their own communities. Since the 1960s, there have been calls for the establishment of treaty-making in Australia, which has never been done between the Commonwealth and the Indigenous people.
According to a group of University of Sydney academics, these types of partnerships can help promote the participation of the Torres Strait Islanders and Aboriginal people in the development of the country’s service delivery.
To be considered a treaty, the academics noted that the three conditions must be met. One of these is recognizing that the members of the First Peoples are different from other Australians. They noted that since they were the only people who occupied and controlled the continent before the Europeans arrived, they have a distinct political identity.
The recognition of the historical injustices caused by the invasion is also important to the treaty. It must be a political agreement that is carried out through a fair process. Finally, the treaty should involve both parties committing to actions and principles that are bound by mutual obligation.
Treaty-making is about recognizing the sovereignty of the Indigenous people. This is why it has taken a long time to establish the procedures for making a treaty in Australia. In the state of Victoria, the process for establishing a treaty began under the administrations of Daniel Andrews and Ms. Allan.
According to Mr Berg, the Assembly is focused on taking advantage of the present opportunity to make a treaty. He noted that the community has shown its support for the process by recognizing that the status quo doesn’t work.
