Good News for Aussie Families: Free Doctor Visits to Increase with $8.5 Billion Medicare Boost
In a major pre-election pitch, Prime Minister Anthony Albanese has announced a plan to pump an extra $8.5 billion into general practices, making millions more visits to the doctor free for Australians.
This massive funding injection aims to increase bulk-billing rates to 90% – a significant boost from the current 77.7%.

Under the new plan, GPs will receive an extra incentive payment on top of existing Medicare rebates if they don’t charge patients any gap fee.
This means that an extra 18 million GP visits per year will be free, saving families up to $859 million annually.
The Government has also allocated $617 million to train more doctors and nurses, addressing the anticipated shortfall of 5500 GPs over the next decade.

The plan extends the incentive payments for bulk-billing children, pensioners, and concession card holders to every patient from November.
Practices that bulk-bill every patient will receive an extra payment worth 12.5% of their Medicare billing.
This is expected to make it more financially beneficial for 4800 GP practices (about 60% of them) to bulk-bill every patient instead of charging gap fees.

Health Minister Mark Butler emphasizes that Labor’s approach to protecting Medicare is a stark contrast to the Coalition’s attitude towards it.
“No Australian should have to check their bank balance to see if they can afford to see a doctor,” he said.
With this plan, you can expect to save money on out-of-pocket costs, which currently average around $47 for non-bulk-billed appointments.

The Royal Australian College of General Practice has labeled the trebled incentive in the 2023 Budget a game-changer. With the new incentive payment structure, bulk-billing rates are expected to increase, making healthcare more accessible and affordable for all Australians.
The average Medicare rebate for a standard GP consult will stay at $42.85, but practices that bulk-bill every patient will receive a higher payment, ranging from $69.56 in Perth to $86.91 in remote areas like Broome.
