The truck driver who hit and killed Sam Landsberger, a sports journalist, was charged with refusing to submit a blood sample.
According to police, he was asked to do so after testing negative for drugs and alcohol following the incident in Richmond.
According to police, the man refused to provide a sample. He was then charged with refusing to submit to a blood test and will appear in court on September 19.
The incident occurred at the Church Street and Bridge Road intersection in Richmond. The truck driver was not hurt during the accident.
Landsberger, who was 35 years old, was taken to The Alfred hospital with serious injuries. He later died.
The police are still looking into the incident and are asking anyone who may have witnessed the incident to contact Crime Stoppers.

Luke Beveridge, the coach of the Western Bulldogs, was also among those who paid tribute to the journalist.
Sam Landsberger was the son of Jake, who was the club’s medical officer for over two decades.
Craig McRae, the coach of Collingwood, also paid tribute to Landsberger.
He said that he was sad to hear about the tragic incident.
During his 14-year career, Landsberger won numerous awards.
